A common theme of Discovery's Mythbusters is that if you want a damaging explosion, you use explosives. If you want a special-effects style explosion, you use a small amount of explosives and lots of gasoline. And it's especially effective at night. And in Times Square, it's SURE to be captured on film.
So, this looks like a failed "terror attack" that was designed to be long on terror and short on damage.

Propane and gasoline could be lethal to anybody close to the device, but it was more for the show than anything else.
