There's been a bunch of small bombings in Times Square (and nearby) in the last couple of years. I don't think anyone was ever caught. The number of cameras has increased because of this. Also, there was a mini-riot on Easter Sunday, so the cops have been out in force.

Which would be different from a junk yard. It could be more difficult to take the tags off a vehicle in the body shop, rather than in "the yard". It would seem to be connected to a worker in the body shop?
