4. They're actually owned by the British Governemnt

even if semi-private. the last insurer in their case is the British Crown. So in an ideal world this will be dealt with, ultimately, with the Court of St. James.

5. People whose property is not right on the waterfront will also be

adversely affected. Don't see how the damage and potential redress can just be limited to waterfront property owners.
