Seriously.... pretty much whatever they want to do.
Put the best valves on a new well? Ahhh, maybe next time.

besides self regulation... from what I gather, they initially review a rig, and can from time to time send the Coast Guard so that they can review some items pertinent to them, however, exactly what these regulations are seems to be a mystery to someone not familiar with the Department of Interior or MMS or with drilling itself...

They are not allowed to blow their workers to smithereens, but pretty much everything else is ok.
