CLEARLY...
BP is to blame and should pay the costs of recovery. I wish there was a corporate death penalty.
To whatever extent any President (or Vice President) has any culpability, how would you apportion such culpability.

And Congress is guilty (on both sides of the aisle) of pandering shamelessly to any corporate pimp who flashes a wad and promises them access to johns.
I've just heard a load of crap the last few days about who at a Presidential level has culpability.
