In 1980, with Reagan as his adversary, he boasted of increasing the military budget. Carter was pressured by the RW to reinstate the draft as an answer to Communism in Nicaragua.
I would say he lost control of the message (to say the least).

But, since Bush was born in Greenwich, Connecticut, that may have something to do with your question.
I know I've heard Carter pronounce it as "nukular". And he is born and bred Southern.

I was in a meeting where the VP in charge of finance said "When I look around this table, I see the noo kuh lus of the company.". He was such a poor leader that we all referred to him as Capt. Hazelwood. Naturally, this bonehead was a repug.
