1. Of course we will know.
If there isn't a bunch more oil in the water a month from now than there is today it will be reasonable to surmise that the flow was stopped.

As well as the government. So, yes, we will know.

Then again, each side has their own agenda, so it could become "Who do you believe?"

They're trying to control it. I guess there will be plenty of evidence pointing to whether it's been fixed. Tankers waiting in line to fill up at the BP pump in the Gulf would be evidence.
