argued against it when he was not the Solicitor General. Case in point as to whether a Solicitor General gets to pick and choose what he or she advocates for. They defend the Congress and the Executive whether they agree or not.

it's almost impossible to figure out what a lawyer really thinks about something when they're on the clock. they are paid to advocate for one thing or another, and ethically have to do it to the best of their abilities.
