After the lengthy debate over Mr. Liu, the committee unanimously approved the nomination of Raymond Lohier Jr., a federal prosecutor in the Southern District of New York, to be a judge on the United States Court of Appeals for the Second Circuit, in New York. That seat was formerly held by Justice Sonia Sotomayor of the Supreme Court.
Mr. Lohier, who is backed by Senator Charles E. Schumer, Democrat of New York, leads the Southern District’s securities and commodities fraud task force. A graduate of Harvard College and New York University law school, he is Haitian-American.
