Hot tar could burn through skin and muscle right to the bone and if that didn't occur, removing it could rip skin off in slabs.

In short, it'd probably kill them too quickly.

No, I want them in a 6x4 cell, no window, gross food and right at the bottom of a nasty pecking order for the rest of their greedy lives - alive and permanently miserable.

Hot tar can really cause horrible injuries, but syrup works well :P

I'd rather make their execs go to the gulf and work the cleanup, work them until they drop in the middle of the mess they created. Either that or go to jail, their choice. :grr:
