But it should not be about them paying for it.
It should be about establishing rules of justice for systems. It is not about the money, but about setting rules of justice in place.

Now more serious: that question should be put to him daily - should the taxpayers, or the corporations be responsible for funding the cleanup; or should there be no cleanup?
