Would you rate the CEO of a big company and a Congressman/woman

as peers? How about a lobbyist and one of these 'political expert' (ex; the Cato Institute) we always hear on the M$M? Aren't peer groups supposed to be able to apply peer pressure or are these groups mutually exclusive?
