So sorry, Kansas. 60% of your National Guard equipment is in Iraq.
GREENSBURG, Kan. (AP) -- The rebuilding effort in tornado-ravaged Greensburg, Kansas, likely will be hampered because some much-needed equipment is in Iraq, said that state’s governor.

Governor Kathleen Sebelius said much of the National Guard equipment usually positioned around the state to respond to emergencies is gone. She said not having immediate access to things like tents, trucks and semitrailers will really handicap the rebuilding effort.

The Greensburg administrator estimated that 95 percent of the town of 1500 was destroyed by Friday's tornado.

The Kansas National Guard has about 40 percent of the equipment it is allotted because much of it has been sent to Iraq.

1. No problem, when W finishes his cake, he'll get FEMA right on it.
BTW, the Cheney administration expects Kansas to replace all those military items their guard units have lost and broken in Iraq.

10 U.S.C. 311, but it's not trained or equipped because congress has not done its job under the Constitution "To provide for organizing, arming, and disciplining, the Militia" and that includes the "unorganized militia".

Chapter 48.--MILITIA, DEFENSE AND PUBLIC SAFETY
Article 1.--CLASSIFICATION OF MILITIA
48-101. Persons subject to military duty; classes. All persons subject to military duty under the constitution of this state and not exempt there from by the provisions of this act, and such other persons as shall voluntarily enroll themselves, shall be divided into three (3) classes, to wit: One consisting of the federally recognized national guard, which shall be known as the "Kansas army and air national guard"; one consisting of those able-bodied male citizens prescribed and contemplated in article 8 of the constitution of this state not in the "Kansas army and air national guard" which shall be known as "the militia"; and one to consist of all those subject to military duty, but not included in the "Kansas army and air national guard" or "the militia" to be known as the "Kansas military reserve."

10. Because the Constitution says Congress shall "provide for organizing, arming, and disciplining,
the Militia".

10 U.S.C. 311 says,
§ 311. Militia: composition and classes

(a) The militia of the United States consists of all able-bodied males at least 17 years of age and, except as provided in section 313 of title 32, under 45 years of age who are, or who have made a declaration of intention to become, citizens of the United States and of female citizens of the United States who are members of the National Guard.

(b) The classes of the militia are—
(1) the organized militia, which consists of the National Guard and the Naval Militia; and
(2) the unorganized militia, which consists of the members of the militia who are not members of the National Guard or the Naval Militia.


The "unorganized militia" is part of the militia for which Congress is given specific duties in our Constitution.

It's clear that neither Congress nor states have planned for or funded their "unorganized militia" with the exception of special groups within a state's "unorganized militia", e.g. members of the State Guard Association of the United States listed on State Organizations.

9. Well now, to be fair
I don't think anyone could have predicted that Kansas would be hit by tornados while we're fightin' the terrorists over in Iraq. Why would a just and loving God send a tornado to destroy a town in Kansas when we're so clearly pursuing God's agenda in Iraq? I sure hope the next tornado (if there is one) doesn't decide to take out the Westboro Baptist Church compound in Wichita.

That is the Phelps thesis too but Hannutty calls Phelps a sick person and humps the legs of these two.

Maybe you have to be on Faux to get how the Phelpses are scum (which I agree with) but those two dorks are messengers from God.
