1. Um, I have tried that in Mexico...
I've known many Americans who did not have their FM-3 papers in order -- and I don't think anyone ever threatened to toss them out of Mexico. Like all things Mexican, if there was a problem, I'm sure that $40 and a promise to take care of it promptly would be all that would be needed.
