First of all, he was complicit in the coverup of the Texas Youth Commission scandal. In fact, he STOPPED the investigation when he was Texas AG to protect Bush politically.

HOUSTON – The Texas Youth Commission says a new interpretation of state confidentiality laws will further restrict the information it makes public about allegations of sexual or physical abuse by its staff.
Jim Hurley, a spokesman for the TYC, said information previously released to the public and media will no longer be available because lawyers with the TYC and the state attorney general's office have said it would be against the law to do so.
"We would like all this information to be public," Mr. Hurley told The Associated Press. "However, the statute does not allow it."

Much of the information that led to those reforms was acquired through open-records requests filed by news organizations, including The Dallas Morning News. The new interpretation of confidentiality laws would limit that information in the future.
