FRANKFORT, Ky. — Kentucky's Democratic governor is criticizing Republican U.S. Senate nominee Rand Paul for his comments deriding the 1964 Civil Rights Act.

Paul told MSNBC host Rachel Maddow last week that he abhors racial discrimination, but suggested the federal government shouldn't force restaurants to serve minorities if business owners don't want to.

Gov. Steve Beshear described Paul's libertarian leanings Monday as "a fairly radical philosophy." He also bashed Paul for what he termed "unbridled support" of BP in the aftermath of the Gulf of Mexico oil spill.

Paul, the son of former Republican presidential candidate and Texas Congressman Ron Paul, criticized President Barack Obama last week for holding BP accountable for the spill.
