has the lowest 'cash' price of gasoline anywhere in the area. It might be well nigh impossible to stop folks who are trying to make it on an unemployment check from buying gas there.

It would be just as easy for the city of X to buy from another gasoline provider. Or for Doodlefingers candy to purchase gas and oil for their machines from somebody else.
