I don't think they have any lighting dow here because that was one of the reasons BP gave for having to do different things at specific times because hey needed the daylight.

Sunlight doesn't go deeper than 500 feet. This is 5000 feet.

that said there are good reasons and tinfoil reasons
the good reasons the pressures are such that you don't want your ROVs too near this... so they might have a problem with getting those artificial lights
And to quote the locals... what are they hiding?
Take your pick on this. The truth is probably in between this. They don't want you (or chiefly their competitors) seeing the highly proprietary equipment involved... and if it fails, well they don't want this on the teevee machine. Not that they can hide it.
I can see it.
