i am usually against drug testing employees on privacy grounds but
from the news it sounds like that could cleanup a large part of the problem Bush lest us at the minerals management service.

1. The problem is top down management
The corporate culture, so to speak, of this Federal agency was, and has been, grossly incompetent from Bush's lifetime appointment of these losers to career civil service positions. These are the left over lazy republicans we're stuck with until they can be promoted to a sideways position where they can cause no more harm.

Drugs were just the affect of having no supervision by unpatriotic management who didn't give a crap about the environment or doing a good job.
