For every new and existing underwater oil well drilled, I propose |

that they drill 90% of a 2nd well that would serve as a relief valve in the event something like Deepwater Horizon happens. Then, when you need to get that relief well drilled, it's already 90% of the way done.
Sure it adds cost up front but SO WHAT?

I don't know any of the policies, or if they're across the board policies that don't apply to different sorts of wells.
This BP well was an exploratory well, was it not? That they were trying to cap?
