Why does it take a year and a half to reform MMS? |

I'm asking this as a serious question. I want to know why time was a factor here--what is involved with the process that makes it take so long to implement change in that agency?

The claim of burrowing is somewhat specious. It would have had to start a year before the new president took office and would be clearly detectable by a spike in conversions.
