"We need to create a worldwide sequence of threats and emergencies
"Instead of waiting for people to join the system, we need to create a worldwide sequence of threats and emergencies that impels citizens to voluntarily give up their freedom. And why would they do this? That's easy to answer. Because we've turned them into children scared of the dark. They will be desperate for our help, terrified of a life outside their cubicle filled with predators and danger."

"So this is what I'm proposing--not a prison of sullen, unproductive prisoners, but an interconnected structure that creates obedient workers and trained consumers. This worldwide system will guarantee more money and comfort for yourself and your family. We'll get the stability of the old Panopticon--with a happy face."

Page 160, "The Golden City", 3rd book in the Traveler speculative trilogy by John Twelve Hawks.

(The Panopticon is a type of prison building designed by English philosopher and social theorist Jeremy Bentham in 1785. The concept of the design is to allow an observer to observe (-opticon) all (pan-) prisoners without the incarcerated being able to tell whether they are being watched, thereby conveying what one architect has called the "sentiment of an invisible omniscience."<1>

Bentham himself described the Panopticon as "a new mode of obtaining power of mind over mind, in a quantity hitherto without example."<2>- www.wikipedia.org/wiki/panopticon)

This is a smart series of books, depicting the emergence and philosophy of a world similar and perhaps even worse than if Bush and friends had managed to topple the Western economy...and those fighting back. That is where the book is science-fiction and a bit fantasy...but the politics and drive against the loss of freedom are our own, if I may say so.
