Voting yes: Kohl, Feinstein, Feingold, Schumer (by proxy), Durbin (by proxy), Cardin, Whitehouse, Klobuchar (by proxy), Kaufman, Spector, Franken, Sessions, Hatch, Graham (by proxy), Leahy.
Voting no: Kyle, Grassley, Coburn (by proxy), Cornyn.
The pace of confirmations by the US Senate, at a time when the Democrats have a near Super-majority, is the worst it's been in 50 years. While Republicans have the power to delay confirmations, even when they later vote to confirm them unanimously, Democrats have the power to end such delays using cloture.
