Any extra hazardous industry as defined by - danger x worst case scenario of the consequences of that danger - should be strictly regulate AND connected real time to the (NEW) MMS, OSHA, local Emergency Management agency, etc.
For instance, if this were in effect, the missing logs would have been backed up at the MMS or appropriate regulating agency. When methane is at problem levels in a mine MMS would already be apprised of the situation, when there is an uncontrollable fire on the rig the Mayday or other such call from the rig would be necessary only as a redundancy. Any mining, drilling or other hazardous operation would not be allowed to operate without being connected to this system. Major penalties should be put in place for tampering with the connection or accuracy of the data relayed.
Sort of an OnStar system.
