...in March 2003 because there were more and better targets in Iraq then in Afghanistan. I guess he must have meant that American troops would present more and better targets for the terrorists if they were moved in mass into Iraq. The jihadists, from what I gather, are extremely methodical.

They find out what works, what doesn't - and they document it for future reference with videos and manuals.

For example, they've gotten very skilled in bringing down helicopters with relatively small arms.

This is convenient for the terrorists, certainly not their "last stand". They can withdraw from a battle any time they like to regroup, rearm and plan another strategy.

This is their turf.
