Richard Clark testified that Bush was asking him to link 9/11 to Saddam on the day of the attack.
The Neocons (many serving the admin) have had, as their position, that the US needed a "forward leaning" strategy in military deployments... "to troubled and strategic areas of the world" (permanent bases in the Middle East, and since our "buds" the Saudis kicked us out, Iraq was the next best thing (maybe better as its closer to Iran). To get the US population on board with that strategy (plus viewing the US as an empire), the Neocons stated that we NEEDED a "Pearl Harbor" event... 5 years before 9/11.
