I think I can describe Bush in a way that, if accurate, can give us insight into who he is and why he acts as he does.
Think about Bush in conjunction with his soul partner, Karl Rove. Both are immature; neither having risen above the childish pranks of their Young Republican days. Seeing them as old children helps understand the team. It is their childish pranks, intrigues in which they make themselves the saboteurs of the enemy party, that give them delight. Bush doesn't give a hoot in hell for the Nation or sane policies by which it might be governed. What he cares for is assaulting the enemy, making himself an indispensable part of clever team that always comes out ahead.
So where does that put policy in this country? Bush won't touch it and neither will Rove. Neither has either the ability or desire to tackle the logistics which running a country is. That doesn't mean there is no policy in the Bush regime though. There's plenty. Enter the enablers.
Bush is an idiot. Without Rove Bush would be somewhere in the rooting section for Jeb, who might have been enshrined with the Presidency in an alternate universe but would certainly have been the one to carry on the Bush name had junior not run into Karl. So the first enabler is Rove, who needed Bush as the vehicle for his rise to power.
Next comes the chief enabler, Cheney. Cheney has long been thought to run the show and in fact he has done so for at least the first four years of the Bush presidency and probably the first five years. Nothing happened without Cheney's OK. One supposes Cheney kept the boy wonder informed of policy moves, but all couched in the terms of politics so as to hold the boy-child's attention to the extent possible.
Ashcroft, Rumsfeld, Grover, and a whole gang of AEI holdouts from the Reagan years were there to pay homage to the boy-king and that's really all they had to do. Bow to the boy, put all their plans into the terms of high-school intrigue to get it past George and Karl and anything would fly.
Was any of the stuff legal? Bush wasn't smart enough to ask and Karl didn't care.
This picture makes sense to me. Its a framework in which I can follow the events of the last 8 or so years and have it make sense. I could be wrong in how I picture the inner workings of these clowns but this is how it seems to me.

is also stupid, but evil. sure he appears to be smart, but all the bonehead shit georgie does came out of dickie's head.
i can''t say which issue, but Washington monthly had an article on dickie's stupidityyears ago.
