On a recent tour of Brazil our friend the Nazi Pope Benedict XVI warned all involved in the drug trade that, "God will call you to account for your deeds." That oughta do the trick.
If that's all it takes then maybe Pope Ratburger, can fly on a winged horse--unless that's a mode of transportation allowed only for Muslim prophets-- over to Asia and grapple with the opium dens there. They've only been in business for about 3000 years.
