So we know the percentages of gulf oil recovered; yet we cannot get a grip on op scan voting? |

The figures for the disappearing oil break down like this:
* about 25 percent evaporated or dissolved * about 17 percent captured at the wellhead * about 8 percent skimmed or burned off * about 8 percent broken down by chemical dispersants * about 16 percent dispersed naturally in the water
Yet, the federal government cannot figure out what is going on with op scan voting terminal vendors and their anomolies in their machines?

when they saw how well the Corexit worked at hiding all that oil underwater. Step two in this farce is undoubtedly the strategy of denying that any oil that is found from this point forward wasn't from their well.
