http://www.theage.com.au/news/world/iraq-prisons-filled-beyond-capacity/2007/05/15/1178995154011.htmlTHE capture of thousands of suspects under the Baghdad security plan has overwhelmed the detention system, forcing hundreds of people into overcrowded prisons.
Nearly 20,000 people were in Iraqi-run prisons, detention camps, police stations and other holding cells at the end of March, according to a UN report issued last month. That is an increase of more than 3500 from the end of January.
The US military said late last week that it was holding about 19,500 detainees, up more than 3000 since the US and Iraqi governments began implementing the security plan in mid-February.
Estimates of those in Iraqi jails, where reports of beatings and torture are common, vary widely because detainees are dispersed among hundreds of locations run by different ministries. The US military holds detainees at two main centres, Camp Bucca in southern Iraq and Camp Cropper near Baghdad. Officials say they are committed to avoiding the abuses that occurred at Abu Ghraib prison.
