1. If his boss disagrees with what he said he should come out and say so
Obama's silence on the matter speaks volumes. If Gibbs wasn't on the same page with the POTUS you can be sure that he would not be the spokesperson for the POTUS. It's that simple.

Gibbs is reflecting Obama's thoughts, so I would not say that he should resign. Obama's been completely silent on the issue so there is no other conclusion to draw.
