2. Not really, Gibbs put out a mainstream idea (Canadian style health care)
and joined it with a wacko idea (eliminating the Pentagon) in order to disparage both.

"They won't be satisfied until we have prayer in schools and women are legally prevented from leaving the kitchen," might be an equivalent statement.
