WASHINGTON – Rep. Joe Barton , who called last year's economic stimulus bill a "boondoggle," attended a groundbreaking this week for an expansion of an Ellis County clinic made possible under the law.

Hope Clinic in Waxahachie received a $250,000 grant from the Department of Health and Human Services for construction. The building will primarily be used to expand dental services.

"There were two pieces of legislation that helped bring this about," Joseph Gallegos, senior vice president of the National Association of Community Health Centers, said at Wednesday's groundbreaking. "Part of this was economic stimulus funding, and the other was in the Affordable Care Act."

Barton voted against both the stimulus bill and this spring's health care reform legislation.

"As I told the crowd at the groundbreaking, I was opposed to the stimulus bill and voted against it. It has been largely wasteful and failed to produce the jobs that were promised," Barton, R-Arlington, said in a written statement. "However, expansion of the Hope Clinic is a worthy project that deserves our support."

Hope Clinic breaks ground on new addition

A large group braved the Texas heat Wednesday afternoon for a ground-breaking ceremony of the new addition to Hope Clinic.

In her opening comments, Dr. Mackie Owens, Hope Clinic chief executive officer, alluded to the need for additional floor space.

“I think you can all realize as you were walking through the hallways in the clinic that we do have some space issues at Hope Clinic,” she said.

Also on hand for the event were Leo Kamerbeek, senior project manager for Nortex Modular Space, and Jim Attrell, vice president and division sales manager.

“The structure is steel and wood framed, and will come in four modules,” Kamerbeek said. “Our products will withstand winds of over 70 miles per hour.”

Assisting Owens with ground-breaking duties were Dr. Jeff Kosoris; Ellis County Judge Carol Bush; Joseph Gallegos of the National Association of Community Health Centers; Marjorie Petty, regional director of Department of Health and Human Services; and Congressman Joe Barton.

“People caring for people is what makes the difference,” said Barton in reference to the services provided by Hope Clinic. “This is a result of a group that met together 10 years ago and voiced concerns because many indigent healthcare needs weren’t being met in Ellis County.”

He reminded the crowd that Hope Clinic treated more than 4,000 patients during the past year.

“Every room is full,” he said. “The clinic provides efficient and quality healthcare – this is what America is all about. A facility like this doesn’t happen without the heart and soul of a community like yours.”
