1. While in some cases it may seem like a good idea
we pretty much suck balls at doing it right. Or we do it for the completely wrong reasons.

So I think it's safe to say "no," as a rule.

to affect the world. Personally, I have had enough meddling with Central Asia and our southern hemisphere. I think in many cases, we could affect change using other methods such as controlling the rules of trade instead of the objects of trade.

7. Regime change is an internal process
The US has not business meddling in the affairs of other countries. If a country poses an actual direct threat to the US then we are likely to have justification to engage them. We can choose to trade with, interact with, or have nothing to do with other countries, but it is not up to us to actively disrupt the governments of sovereign nations. To believe we have that right is arrogance.

10. Your statement and expectation are irrelevant
It is neither the responsibility nor the right of the United States to be involved with North Korea's internal politics. We can encourage the people of North Korea to strive for liberty. We can not trade with North Korea. We can encourage our allies not to engage with North Korea, but actively trying to topple another sovereign government is arrogant and unethical.
