Levin had said that there was "concerns about the waiver", and that it was so Bush wouldn't veto the bill even though he already has a waiver and has still said he'll veto this bill.

It sounds like Warner's supporting the amendment saying the even with concerns over the waiver, 'please read the other parts; they are strong pieces' (sorry, just woke up and haven't got the caffeine pumping through my veins)
