A US court on Monday issued a temporary halt to federal funding of embryonic stem cell research which President Barack Obama had authorized, saying it involved the destruction of human embryos.

..but why would a lower court (presumably this is a lower court) have the authority to freeze or stop anything at the federal level?

5. Executive orders can't replace unambiguous laws. They must be within current law

Congress has an unambiguous law on the books that prevent federal funding for new lines of embryonic stem cell research. The guidelines that NIH produced are in violation of the Dickey-Wicker amendment.

The change will have to come through congress, not the executive branch.
