Did teacher union support determine Race to the Top winners?
With more Race To the Top winners announced, the pattern is becoming clearer. Obama empowered teachers unions in every state with a strategic bargaining chip, even in right-to work-states where unions are weak.

"Mr. Duncan said union support was important, but not the only factor in the awards process."

Colorado, which finished 17th among 19 finalists, had been widely viewed as the top contender in the competition, and Mr. Duncan said Tuesday that he wished he could have funded the state. Dwight Jones, Colorado Commissioner of Education, said he was "shell-shocked" that his state didn't win and he pointed to the lack of teacher union support as one reason.

"There is a real disconnect for me because we did exactly what the administration urged us to do—adopt significant reforms," Mr. Jones said. "So we adopt the ambitious reforms and create the conditions to make dramatic changes, but we don't win because not everyone signed on. That worries me."

Deborah Fallin, a spokeswoman for the Colorado Education Association, said the union supported Colorado's application in an earlier Race to the Top round, but the state didn't win then, either. The union withdrew support in the second round after lawmakers passed a teacher evaluation law that make it easier to get rid of low-performing teachers. "They want to blame us no matter what," she said.

Dennis Van Roekel, president of the National Education Association, the nation's largest teachers union, said teacher support of the applications should have played a role in the judging, noting that, in addition to Hawaii, winning states Florida, New York and North Carolina enjoyed teachers' backing.


Like Colorado, California also narrowly lost out after failing to get the support of teachers unions.

Florida was forced to go back to the drawing board and engage unions for the second round of funds.

In its first round, unions in only five districts supported the state's application, which linked teacher pay to student test scores. In the second round, Gov. Charlie Crist pulled together a working group consistent of union, local and state school leaders, in the end achieving a broad consensus of support.

"This award means the outstanding collaboration in Florida has been recognized," U.S. Rep. Kathy Castor, D-Tampa, said, adding that the award, coupled with $555 million from an education jobs bill approved by Congress, "will help our financially struggling schools districts offer a quality education for Florida children."

4. I believe he owns or has owned a dog.
He's never been a student in , had a child who was student in , been a teacher in, or had the *remotest* personal connection to an American public school.

23. Indeed. This wasn't a "seat at the table"
it was the use of leverage to get the unions to knuckle under. They could either fight the cuts that were coming, or accept the RTTT plan for their state and county in the hope that it would bring in more money to at least help reduce the number of cuts.

That "table" they had a seat at was the "d@mned if you do and d@mned if you don'y" table.

3. Interesting reason why the CO teacher's union pulled
support--passage of a law to make removal of deadwood easier.

I have to agree with Duncan--why give money when an integral part of the process-teacher's unions-- haven't signed on.

The U.S. Department of Education made the announcement this morning that Hawaii is among nine states and the District of Columbia in the competition’s second round of grant awards.

“Hawaii won this grant by improving its score by almost 100 points, the biggest gain of any of the winners. The hard work Hawaii’s education leaders put in over the past several months truly paid off,” said Congresswoman Mazie Hirono, a member of the House Education and Labor Committee. “Hawaii won this highly competitive grant by bringing everyone to the table, including teachers, administrators, and union and community leaders.”

The Race to the Top is designed to provide incentives to states to find ways to begin making the changes that business, political, community, and education leaders feel are needed to boost student achievement.

The only states prohibited from applying in phase 2 were those that received awards in phase 1. In the first phase of competition supporting state-based reforms, Delaware and Tennessee won grants based on their comprehensive plans to reform their schools and the statewide support for those plans.

Hawaii, in the midst of having the shortest school year in the nation due to furloughs, was not among the finalists selected for phase 1 of the competition."

13. My union will hear it from me if they suggest supporting RTTT.
I am pleased that my state did not choose to compete in the latest round.

That means we can attempt to set policy according to what is best for our schools and students, instead of what Duncan and Obama want to see happen.
