I said the same thing just last week. My colleagues, both American and non-American, here at IFC (part of The World Bank Group - yup, Wolfie's my president - ugh, that's almost as cringe inducing as saying that Bush is my president) were suitably horrified. I honestly think that if Bush tries to nominate Bolton or someone similar, the Board will refuse to offer them the position and demand another candidate. Something that I'm thinking is that if Wolfowitz resigns, the Board will appoint an acting president to fill in for the balance of his appointment (which was for 5 years, so it's got about 2 and half years left to run) and wait until January 21, 2009 to ask for a replacement from a hopefully Democratic president. I don't see the European and Asian members of the Board agreeing to accept someone like Bolton after Wolfowitz.
