It's very simple. Working Americans will no longer be required to pay taxes. Instead, each will be randomly assigned to one of the nation's three remaining mega-corporations, and will be required to send half their income to their assigned corporation. This plan totally eliminates the middle man, and gives the corporations a guaranteed income without having to produce anything, which in turn will eliminate the corporate economic incentives that have been sustaining the Forever War.
