I think his Boss blows off most of Rahm's "colorful" language & outbursts.
As his official-looking name plate demonstrates - it calls him - "Undersecretary for Go F--k Yourself" & was given to Emanuel by his two brothers - I think the people who know him, don't take his language or outbursts that seriously.
I have a close family member whose first reaction to everything was "NO!" followed by some combination of cursing and complaining followed by generally giving the person what they asked for. I figured this out at a young age and would just quietly wait through the "No" & "cursing/complaining" then get what I was seeking. I had a sister who wouldn't ask because she was afraid of the reaction (she actually eventually would send me to do it).
At some point, you realize who people are and don't freak out when they follow their standard pattern of behavior (and don't take it like it is a huge personal indictment of you).
He is who he is - now can everybody stop acting surprised and freaking out about it.
Bill Clinton, Nancy Pelosi and Barack Obama have all decided that they can live with the negatives because they believe the benefits out-weigh them.

To say he can be "colorful" would be an understatement.
I, for the most part, don't use profanity but I have to admit he cracks me up some days. Now I think he tries to be outrageous just to make me laugh at his antics.
Still, Rahm should be more considerate of good people doing good work even if those people sometimes ask fair questions about the administration's policies and priorities.
