Is it legal to have ministries handing out bibbles to elementary and secondary school students, if those schools are public schools?

I wonder because I read one of those jailhouse ministers handing out bibbles to school kids. I thought that was one of the issues of separation.

Am I just being a bit dense?

Where were they handing them out? Was it on school property or property adjacent?

If it is off school property, then there really isn't a problem.

If it is on school property, then there are further issues. Probably not OK. Do they let other religions hand things out? It could be an open forum issue.
