Require all companies to keep records of how much money they have saved through all federal, state, and local tax breaks going back to the date of incorporation. If they decide to close a plant and offshore the jobs, the corporation would be required to pay back either all of that money (Including interest) If they decide to move to another state rather than another country, they'd only have to pay back the state and local taxes. It would serve a a nice little way to keep jobs here.
