Yes, there are some racial elements to them, but it's my opinion that they are just as appalled by Rethuglican spending as they are by Democratic spending. The bailouts of the banksters disturbed them as much as it did us. If Barack Obama had appointed people who were opposed to those bailouts, rather than their architects, we might not have seen a tea party movement.
Some ordinary citizens who don't traditionally align with the Democratic Party or progressive organizations have been concerned about the rampant corporatism of establishment Repugs, but don't feel a kinship with groups that approach opposition to the buying and selling of influence from the left. The tea party movement has swept them up.
Those who dismiss the tea partiers as mere racist haters don't really know the impact they have with people who don't see them that way. At some point, President Obama will have to help the progressives and the tea partiers that will be elected to Congress to find common ground, in order to oppose the will of the GOP establishment.
If he doesn't get his tax plan through before January, he might find that common ground in the issue of taxes. I don't see the tea party crowd as being all that fond of millionaires getting big tax breaks, but if some concessions are made to small businesses that are trying to hire people, you might see a 'strange bedfellows' alliance of Democratic progressives and tea partiers on the subject of middle class tax breaks.

I think the huge debt of George W Bush drove most of them away from the Republican Party. If the Democrats could show that they are against the big taxcuts for the wealthy, it would sell very good with the Tea Party crowd. They would think of that before they pulled the lever for a Republican that would vote for extending the millionaire taxcuts. It would be smart politics, imo.
