England has a pretty big history of anti-Catholicism...first from state Protestantism and now a vastly secular society so this is kind of a dog bites man story.

All we need to do is look Catholics in Northern Ireland but that's just there. It was also pretty bad for them in England,which probably stems from how new Protestants were treated when Catholics were in power.
But when talking about the Rwanda genocide I doubt you'd say "the Tutsis weren't innocent that's for sure".
And no I'm not saying there was a genocide of Catholics in England.

One of the principal reasons the Founding Fathers insisted on a religion neutral government. The wars weren't ancient history to those men; they were near living memory.

The hard line stance on social issues has nothing to do with the Pope's personal opinions(although I'm betting this one is ultra-conservative) but the terrible doctrine of infallibility. Most non-Catholics misunderstand infallibility and think it just means the Pope can't be wrong.
Actually it really means that every Pope is stuck abiding by every moral and faith dogma set by earlier Popes or admit papal infallibility doesn't exist and looking at history they've done black flips to save that doctrine.
The day the infallibility doctrine is tossed out I'll be extremely happy because it'll be beneficial to the Church and others effected by it.

And Pope John XXIII's Vatican II is an example of how untrue those comments are --
Pope John XXII kicked Papal "infallibity" in the ass -- and told Catholics to use their own
personal conscience and free will to decide for themselves re using birth control.
Pope John XXIII also sought with Vatican II to give the church a compassionate and humane
face -- and to bring democracy to the church.
The day the infallibility doctrine is tossed out I'll be extremely happy because it'll be beneficial to the Church and others effected by it.
It was ended by Vatican II, but the right wing of the church quickly organized a coup on
the Pope and Vatican II. At least two other Popes seem to have been assassinated in that
time. AND, since then the church has moved into the hands of right wingers who have buried
Vatican II and ended liberalation theology while gagging most of their liberal Catholic critics.
They also brought Opus Dei back into the church -- previously barred.
And, teachings of the church since the coup have steadily moved to the right -- including this
Pope's plans to move to Evangelical Catholicism!
The notion of Papal Infalliility was created in 1864-65 AFTER both the French and then the
Italians closed down all of the Papal ghettoes which held Jews in isolation from society,
forcing them to wear Yellow Stars and barring them from education and careers.
The Italians moved the Vatican/Pope to the area where the Vatican now exists -- a 1 mile
square "nation" of only males!
After that the Pope went into isolation - when it ended, he had invented the theory of
Papal Infallibility.

All it did was to give each diocese a bit more autonomy. It definitely didn't say the use of birth control was up to personal conscience.
Opus dei wasn't barred by Vatican 2...if anything Vat 2 strengthened by giving laypeople a greater role in the Church.
