Question for DU people, need help in Maine...

Question for DU people, need help in Maine...
Here in Maine, the T'party favorite Paul Lepage is in some trouble with his (wifes) taxes, I will link to a story in one of the newspapers, but that is not what I want to know. He was born October 9,1948 and went to Canada to work in 1972, my question, after researching this myself and not being satisfied with anything I have found, is this. There were 3 draft lotteries held from 1970-1973, I believe from my search, did this "R" pull a fast one and check himself out of the country rather than be drafted? This question is being asked over and over on news forums but there are conflicting dates and numbers being thrown around, especially by the T'bagger defenders. I was already in the military by 1969 so I was not subjected to the draft lottery and have very little idea how it worked, also I have found different data on several websites and can't come up with a final solid answer. Can anyone here help? He has proven to be a liar and that turns out not to be a problem for the T'haddists, they embrace his lies, also he is leading substantially in the polls against Libby Mitchell and if more than his tax problems (that he blamed on his wife) are not forthcoming we could be looking at a T'bagger being the next Governor of Maine. Florida has started an investigation on this tax scam of his but I am afraid that it will be too late to stop this mad man, by the way he is also a Creationist, ugh.
This link covers most of what this moron has lied about but this issue of his possibly being a draft dodger keeps coming up and I would like to be able to run with it to the new forums, please this is important to the State of Maine and the Country, can anyone help?

As much as I want to see LePage go down the drain, this has no legs. If I recall correctly, it was only the person's 19th birthday that was entered into the lottery to determine their draft status. So, whatever happened with LePage, it would have been the 1967 lottery that determined his status.By the time he went to Canada, his draft status would have been old news. He'd either have been drafted, excused or prosecuted by then.

He probably got a stupidity deferment.

2. There was no lottery in '67 only from 69 onward to '73 as best...
I can find. Here are the links I found but can't make head nor tail out of the results. However someone that was subjected to the draft lottery in those years could probably help.
These are the links I found but don't know exactly how to read them. This story could have legs there are a lot of vets saying just like I am they would not vote for him if he ran away to Canada.

3. OK, but if he turned 19 in '67
then, I think his name would not have been entered into the later drafts, if I recall correctly how it was done.

But, hey, I'm glad the question is out there.

6. With his DOB, he would have been in the first lottery drawing, held on
Dec 1, 1969.
