Does the poverty rate include people here illegally?

If so, how do we expect anyone here illegally to not be in poverty if they aren't supposed to have a job?

1. We couldn't even get an accurate count of them during the 2010 Census operations.

2. I think Census does and HHS doesn't

We have two tallies of the poverty rate; the Census is concerned about all people physically in the geographical united states, so they try to count illegal immigrants. HHS is concerned about recipients of public services, so I think they don't count them.

3. I had a friend work the census this year.

As much trouble as they had counting the legal residents that were traceable via fixed addresses, I find it hard to believe they were able to count a majority of the illegal immigrants here.
