And those are quotes, not parentheses. Still, if it were a quote from a speaker asking a question, then the question mark would be inside the quotation marks. In this case it is a question with quotation marks setting apart a specific title of a document, so the punctuation is specific to the sentence as a whole, not to the quoted title.
