Let's see... you propose a bill called "Middle Class Tax Cut" that

Lets' see...

1) You propose a bill called "Middle Class Tax Cut" that extends the existing middle class tax cut. (Maybe even chuck in an extra percent so it really is a new cut... woudn't hurt the economy any.) The bill does not say anything whatsoever about rich people's taxes because it does not have to.

2) You vote on the bill.

3) If it passes, good.

4) If it fails you spend every penny you've got on national ads telling all working Americans that the Republicans voted to raise everyone's taxes out of spite because they only want tax cuts for billionaires. Insert pictures of billionaires, preferably morphing to photo-negative. Play Night on a Bald Mountain in the background. Maybe have some nice suburban mom pleading, "Would they really do this to us just because they want the money to go to the richest bankers in the country?" End with George Clooney looking ruggedly sincere into the camera saying, "Would they? They just did."

That's how we did things back in the day.

Am I just old-fashioned and lacking in 12-D Chess skillz?

And people would still be in favor of it.

I don't think "framing" is so important in this case.
