I have my California Ballot, and I need some help with the propositions

I have my California Ballot, and I need some help with the propositions
I'm in Europe voting "early" (that is my vote ONLY get counted if there is 'need' for it)
and I've filled out all of the obvious (going party line this year) and I'd like some information on the propositions (aside from 19)

Any and all opinions are appreciated.
I'm also going through the proposition pamphlet (yes I actually read EVERY proposition that I vote on) but I like people's opinions as well.

1. On behalf of the rest of the world -- please vote to decriminalize marijuana.
That really is the historic one. For Californian consumers it means barely a difference, they've got their weed after all. For Mexicans, Colombians and plenty of North Americans, including millions who have been held in pens, it will be the beginning of the end of one of the worst nightmares politics has visited upon the people: the "war on (some) drugs."

I've seen first hand how "meh" it is here.
that is exactly what we want!
take away the illegality and mystique of something and people loose interest.

all the shit i've had to deal with here with my ex wife, I really could use a light... but im moving back to the states, and I need my system clean as possible.

4. thank you (tho im from up north) I need to research 27 more
And see what they mean.
I like that California is a very blue state.
I'm concerned that eliminating the committee (depending on the new method) will allow horrible gerrymandering.
there are a lot of red states (like Florida) that would be purple or maybe even blue.

but thank you a ton! :)

9. If you also received the CA Voters guide check out who is
endorsing the props. I have found that if the League of Women Voters endorses an initiative it is generally for the common good. On the other hand an endorsement from the CA Chamber of Commerce is the kiss of death, at least as far as my vote goes.
