http://www.afj.org/check-the-facts/nominees/afj-report-state-of-the-judiciary-obama-at-20-months.pdfSenate Republicans have placed secret holds on each of President Obama’s judicial nominees currently on the Senate floor, even on those that are uncontroversial and have the support of Republican home-state senators.
• The political motivation for the Republicans’ tactics of delay and obstruction are made clear by the fact that 13 of the nominees they are currently blocking were reported out ofthe Senate Judiciary Committee on unanimous, bipartisan voice votes, and another sailed
through with only one Republican opposing.
• Of the 17 nominees who have been blocked from receiving final floor votes after being approved by the Judiciary Committee, nine would fill seats considered to be “judicial emergencies”

Some of President Obama's choices for federal courts have been through the nomination process two or three times, without success, because of Republican objections. They include this group, known to some GOP aides on Capitol Hill as the "fringe five":
-- Louis B. Butler Jr., nominated to be U.S. District Judge for the Western District of Wisconsin.
-- Robert N. Chatigny, nominated to be U.S. Circuit Judge for the 2nd Circuit.
-- Edward M. Chen, nominated to be U.S. District Judge for the Northern District of California.
-- Goodwin Liu, nominated to be U.S. Circuit Judge for the 9th Circuit.
-- John J. McConnell Jr., nominated to be U.S. District Judge for the District of Rhode Island.
